The district is divided into 1 township and 21 communes including That Khe, Khanh Long, Doan Ket, Cao Minh, Tan Yen, Vinh Tien, Tan Tien, Bac Ai, Kim Dong, Chi Minh, Chi Lang, De Tham, Hung Son Hung Viet, Khang Chien, Dai Dong, Tri Phuong, Quoc Khanh, Doi Can, Tan Minh, Trung Thanh, Quoc Viet, and Dao Vien.
The ethnic groups which inhabit the area are the Viet (Kinh), Tay, Nung, Dao, Mong and San Chay, Ngai who retained their tribal life styles.
